Special School Board Meeting Minutes

Thursday, 29 December 2016

District Office 9:00 a.m.

 

I. Marfilius called the meeting to order at 9:00 a.m. in the District Office of the Wauzeka-Steuben School Building.  Roll call was taken.  Present were: Bill Marfilius, Nikki Asleson, Tom Jazdzewski, Tom Martin; Terri Acker came at 9:05 a.m. Marfilius announced that the meeting had been properly posted.

II. Agenda items discussed were:

A. No action was taken on a possible referendum for spring of 2017.

B. Discussion of 2017-2018 Budget Reductions and Impact on Staff was a lengthy discussion.

1. Moved by Jazdzewski, seconded by Martin to reduce District health insurance costs by $200,000.  Motion passed 3-1-1 by roll call vote.  Voting YES: Marfilius, Martin, Jazdzewski; Voting NO: Acker; ABSTAINING: Asleson

2. Moved by Jazdzewski, seconded by Marfilius to freeze the wages and salaries for next year at the current rates.  During the regular December monthly board meeting the Board approved the District calendar for the 2017-18 school year with a reduction of 5.3 days from the 2016-17 school year for staff.  Also the District eliminate paying $200/credit for teachers to renew their license.   Motion carried 4-0-1 by roll call vote.  Voting YES: Marfilius, Acker, Asleson, Jazdzewski; Voting NO: Ǿ ABSTAINED: Martin.

3. Martin moved, seconded by Jazdzewski to reduce athletic salary budget by $15,000.  Motion carried 5-0 by voice vote.

4. Acker moved, seconded by Marfilius that the District will implement an athletic participation fee at the MS/HS level at $10/student/sport with no family cap.  Motion carried 4-1 by roll call vote.  Voting YES: Marfilius, Acker, Asleson, Jazdzewski; Voting NO: Martin

5. Moved by Jazdzewski, seconded by Asleson to move 5th grade to middle school.  Motion carried 4-0-1 by roll call vote.  Voting YES: Acker, Jazdzewski, Marfilius, Asleson; Voting NO: Ǿ; ABSTAINED Martin

6. Moved by Jazdzewski, seconded by Martin to rescind motion made at December 19th meeting of prorating health insurance for employees working below 30 hours per week.  Motion carried 3-1-1 by roll call vote.  Voting YES: Marfilius, Martin, Jazdzewski; Voting NO: Acker; ABSTAINED: Asleson.

7. Moved by Marfilius, seconded by Martin to reduce the amount of pay per event for supervisors/managers to $30 at the HS level and $20 at the MS level.  Motion carried 5-0 by voice vote.

8. Jazdzewski moved, seconded by Marfilius reduce P.E. to the state requirement only and combine FACS (Family and Consumer Science) with other CTE (Career and Technical Education) programs.  Motion carried 4-1 by roll call vote.  Voting YES: Marfilius, Acker, Jazdzewski, Asleson; Voting NO: Martin

9. Jazdzewski moved, seconded by Asleson to reduce the band position to 0.5 FTE.  Motion carried 5-0 by voice vote.

10. Martin moved, seconded by Marfilius to reduce certified hourly pay from $24.51 to $20/hour.  Motion carried 5-0 by voice vote.

11. Moved by Martin, seconded by Asleson to eliminate the stipend for the Transition Coordinator position (this is part of the job description).  Motion carried 5-0 by voice vote.

C. Motion by Marfilius, seconded by Jazdzewski to move the 2017-2018 Budget Reduction and Impact on Staff to closed session.  Motion carried 5-0 by voice vote.

D. Motion by Martin, seconded by Asleson to move the District Administrator Evaluation/Climate Survey Results to closed session.  Motion carried 5-0 by voice vote.

III. Motion by Martin, seconded by Asleson to move into closed session under s.s. 19.85 (1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and/or (f) considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel to discuss administrative evaluation/climate survey results and 2017-18 Budget Reduction (reduction of administrative assistants).  Motion carried 5-0 by roll call vote at 12:31 p.m.  Voting YES: Acker, Jazdzewski, Marfilius, Asleson, Martin

(The Board reconvened in open session at 1:19 p.m.)

IV. Reportable Action from Closed Session Regarding 2017-2018 Budget Cuts

A. Moved by Martin, seconded by Asleson to reduce administrative assistants from 3.0 FTE to 2.0 FTE for 2017-2018.  Two job descriptions were given to the School Board.  Motion carried 5-0 by voice vote.

V. Moved by Marfilius, seconded by Martin to adjourn.  Motion carried 5-0 by voice vote at 1:21 p.m.
